A building’s fire strategy brings together provision for fire evacuation, the fire safety measures that support it and the actual plan for evacuation. A good fire strategy can help minimise the effects of any fire that occurs.

A fire strategy is required for ‘relevant’ buildings (these are buildings to which fire safety legislation applies). It should give the person with responsibility for the building’s fire safety sufficient information to enable them to:

  • Understand and implement the fire safety strategy for the building
  • Maintain any fire safety system provided in the building
  • Carry out an effective Fire Risk Assessment of the building

The level of detail in the fire strategy will depend on whether the building is considered to be of a simple or complex nature. Deciding if a building is ‘complex’ requires consideration of various factors such as:

  • The building’s size and the number of storeys
  • Whether the building is of a non-standard design or the layout is such that it may not be understood by its residents.
  • The presence of complex processes or hazards that may require special protection
  • Occupation levels plus the types of person in the building
  • The presence of fire safety engineered solutions
  • Whether there are any circumstances where the application of management, systems, and procedures could be open to misinterpretation
  • Whether the relationship between fire safety management and other building functions is unclear
